Report on the regionalization of the regional training centres for population studies in Africa (Regional Institute for Population Studies, RIPS, Accra, Ghana and Institute de Formation et de Recherche Démographiques, IFORD, Yaounde, United Republic of Cameroon )
The Regional Institute for Population Studies (RIPS) and the Institute de formation et de recherche demoqraphiques (IFORD) created in pursuance of ECA Conference of Ministers resolution 230 (X) of 13 February 1971 carne into being in 1972 following agreements signed between the United Nations and the governments of Ghana and the united Republic of Cameroon respectively. These two regional institutes were set up to train demographers for African countries and to conduct demographic research in these countries. The Executive Secretary made the necessary preparatory arrangements to implement the regionalization. ECA, in collaboration with the governments of Ghana and the United Republic of Cameroon, mounted missions to all the countries served by the institutes. The missions explained the activities of the institutes and appealed to the countries concerned to participate in management of the institutes and in sharing expenses for running the institutes. The meeting of plenipotentiaries of IFORD was held in July 1981 in the United Republic of Cameroon. It was jointly organised by the Cameroonian government and ECA to discuss the regionalization of the institute, review its past performance and examine future participation of countries served by the institute in its enlarged governing council and in sharing the financial burden hitherto borne by the host government alone. The Meeting adopted the following recommendations for submission to the ECA conference of ministers: The plenipotentiaries recommended the implementation of the full regionalization of the institute, the installation of its new management structure from 1 January 1982 and the convening of the new governing council during the conference of ministers of ECA if its proposed composition is approved by that Conference.
