Employment
Since the question of employment is directly linked to that of income and income distribution, it is clear that increasing unemployment and underemployment must entail further poverty and destitution. The available statistics, fragmentary though they are when combined with data on African economies, present a rather pessimistic picture. Modern techniques are imported which, designed as they were f or the developed capitalist countries with their own specific brand of unemployment problems, require a far larger proportion of capital than of labour. As a result, expensive machinery only aggravate the employment situation and increases dependency. 'There is every reason, then to seek urgent solutions to this problem. This can best be done by trying to achieve a rational system for utilizing national resources to ensure that these favor those sec tors 9 such as agriculture best able to absorb manpower provided the organizational effort is undertaken.
